2018: National Wastewater Testing Programme

By AHNZ

In 2018 the National Drug Intelligence Bureau of the New Zealand Police began an exciting new venture to peer into the toilets of New Zealanders. As of their most recent published report, November 2021, “around 75% of New Zealand’s population” is now having their ablutions examined by their government to make sure it’s legal and correct.

The Government’s “real-time intelligence” was described by government scientists, the ESIR, as  “one large urine test” on an un-consenting nation. While police and politicians cannot lawfully search your car or body or home they have found this clever work-around in the form of sifting through your garbage and waste water. Modern science allows them to draw many conclusions about your life including taking DNA samples. All of this can be done with no oversight and no permission from you.

The National Wastewater Testing Programme came at a very convenient time to be up and running before the COVID-19 Hysteria emerged in the following year. Testing the public’s flushed items has become a crucial part in the fight against the epidemic with huge political and economic decisions being justified according to the findings in your local municipal cesspit and government offices (but I repeat myself.)

These are still early days in terms of what the government may be able to determine about a population by running our waste through their DNA sequencers. They can know if you’ve been smoking or drinking. They could figure out your age or how healthy your bowels are or your heart or other vital organs. What pets you have, what plants you keep, what foods you eat, what soaps or cosmetics anyone uses. The government can tell what at-risk categories you are in and what diseases you have before you know yourself. With the precedent set to also medicate our water with fluoride New Zealanders can now also be treated with government-decided medicine. At no point need we be consulted about being examined or treated or even which treatment is best for us. This is getting downright dystopian and yet very little has been discussed about Labour 6.0’s new project at all even as it grows and grows.

No wonder Labour 6.0 are also trying very hard to nationalise New Zealand’s water (ref. Three Waters.) Apart from anything else, central government control of water would allow our politicians to medicate us through the water supply going in while also commanding the results by testing the water coming out of our homes and workplaces. Now that mRNA technology can be mandated why stop at injecting it into people’s arms if it can be delivered to households through government water supplies? If the government determines today that the population of a town is “unhealthy” in mind or body they could correct it tomorrow by adding a little of the ‘right stuff’ to edit or re-edit our genes until our sewage tests come out ‘right’.

There can be no escape if you don’t like it. In theory, at least, the technology can expand to find all missing persons wherever they may go. A government with enough gene sequencer machines could recognise and locate anybody anywhere in New Zealand who uses a toilet as well as track everywhere they have ‘been’.

“NDIB also governs the National Wastewater Testing Programme.  This programme estimates the consumption of illicit drugs in our wastewater network and monitors around 75 percent of the population.  The programme currently tests for methamphetamine, MDMA, cocaine, opioids, cannabis, ephedrine and pseudoephedrine.  Quarterly reports on the results from wastewater testing can be found here on our Publications and Statistics section.” – Police.govt.nz

“Spit into your toilet and somewhere down the pipeline Ashley Bloomfield’s army will rummage through the outflow for samples to test. Results to be announced from the Podium of Truth each afternoon.” – Nobody Ever Expectorates: The Spanish Inquisition, NZB3

“We can look at human health biomarkers like heart disease, for instance, and while it’s a relatively new field, these are things that are starting to be looked at overseas…At a global conference I attended recently, more than 50 studies presented showed what other discoveries could be made.” – Andrew Chappell, ESR chemist; Major wastewater programme to provide exciting opportunities, ESR (2018) [redacted link. This is a huge and growing power the police now have over us. Yes, we are expected to believe police are so disinterested in gathering powerful information that they wish to hand over the burden of their national road surveillance cameras to the Labour 6.0 Government? The state history of the National Wastewater Testing Programme states that a well-meaning South Island Mayor, Richard Kempthorne, cried out for it. He convinced his fellow Local Government peers at a  Local Government New Zealand conference to go along with the Programme for the sake of road safety, he said. “So, this is not about turning into a police state but it’s just saying ‘okay we know that this is a particular drug that we’ve got being consumed,” Kempthorne exclaimed.

“Tasman District Council pitched the policy to the Local Government New Zealand conference in Christchurch on Sunday, calling for standardised tests to be implemented nationally. The remit passed with an 85 percent majority and councils will now lobby central government for support. Tasman Mayor Richard Kempthorne became interested in wastewater testing for drugs while investigating a recent increase in serious road crashes in the region.” – Calls for national wastewater testing for illicit drugs, RNZ (2018)

If Local Government thought it was going to be given this power it was dead wrong. Central Government is the one with their probes in the dunnies of the nation. All without a natonal debate or even Michael Bott (NZ Council of Civil Liberties) chipping in. These are the sorts of policies that New Zealand is prone to quietly accept during an era of r-selected culture. At times like these we readily consent to doing as we are told.

In my opinion Labour 6.0 wanted this power all along but played a clever game in letting Mayor Kempthorne deliver the package. It may be that Minister Stuart Nash found a mutually beneficial arrangement for his helper such as saving his skin from the scandal of Kempthorne’s Waimea Dam Scam. Kempthorne resigned his long-standing (2007–2019) mayoralty as his water project turned into a sham but as of December 2021 he has been saved and come out clean thanks to the oversight provided by Labour 6.0.
